The city clerk is the local official for elections, local legislation, the Public Records Act, the Political Reform Act, and the Brown Act (open meeting laws). Before and after the city council takes action, the city clerk ensures that actions are in compliance with all federal, state and local statutes and regulations and that all actions are properly executed, recorded, and archived.

The statutes of the State of California prescribe the basic functions and duties of the city clerk, and the Government Code and Election Code provide precise and specific responsibilities and procedures to follow.

The office of the city clerk is a service department within the municipal government upon which the city council, all City departments, and the general public rely for information regarding the operations and legislative history of the City. The city clerk serves as the liaison between the public and city council and provides related municipal services.


SOUTHERN DIVISION NUTS & BOLTS

DON'T GET LOST IN THE JUNGLE...Register now for the Southern Division Nuts & Bolts Workshop to be held October 16 and 17, 2008, in Brea at the Brea Community Center/Brea Embassy Suites.

 

A must for new City Clerks, Deputy or Assistant City Clerks, and City Clerk support staff – the workshop will provide initial training and information on the intricate details of the responsibilities of the City Clerk's office (agendas, minutes, recordkeeping, contracts, research methods, ordinances, resolutions, elections, the Brown Act, the Public Records Act and a myriad of other subjects).

 

The workshop is casual. Our theme this year is “Surviving the safari of local government in the Clerk’s office”. We encourage you to dress in appropriate “theme” attire.

COMMITTEE MEMBERS NEEDED

Have you  ever thought about getting more involved in the City Clerk's Association of California (CCAC) by serving on a committee at the State or Division level, but are unsure  of  where to start.  The CCAC Board has created an interest card  especially for you. The information will be  shared with a CCAC representative who will contact you when committee openings become available.  This is a great way to meet other Clerks and earn points towards MMC Certification. All active CCAC Members may serve on committees. Many committee assignments  are  handled via conference call.

CENTRAL DIVISION NUTS & BOLTS WORKSHOP

Date:    July 31 & August 1, 2008

Where: The Emory Reception/Banquet Hall

            Best Western Inn & Suites

Cost:    $250 per participant for CCAC members

           $275 per participant for non-members

 

This workshop is designed to provide initial training and information on the intricate details of City Clerk Office responsibilities – a must for new City Clerks, Deputy or Assistant City Clerks, and City Clerk support staff. Training will focus on subjects such as agendas, minutes, record keeping, contracts, research methods, ordinances, resolutions, elections, and a myriad of other subjects. A City Attorney will provide information on the Brown Act, the Public Records Act, and other California statutes. Those completing the entire workshop will receive six (6) CMC Experience-Continuing Education points toward certification.

 

Registration Deadline is July 7, 2008!

 

Put on your cowboy boots, 10 gallon hats and lasso your way into Legislation while learning the ropes of the City Clerk’s Office with us. The workshop is casual and we encourage you to dress in appropriate “theme” attire. Prizes will be given for those who participate. In late 2006, the IIMC Board of Directors adopted the revised Education Guidelines for Certified Municipal Clerk, Master Municipal Clerk, and for Recertification.

CMC/MMC GRACE PERIODS

There’s more great news for CMC and MMC students! An IIMC E-Blast recently announced approval of Task Force recommendations offering a grace period for municipal clerks seeking certification who were actively involved in that pursuit prior to adoption of the new Education Guidelines that became effective on January 1, 2007.

 

A detailed explanation and flow charts of what that means to each of you individually has been summarized in two helpful documents, which can be found below. We are already hearing from Clerks who have benefitted from the grace period and are forwarding now completed applications to IIMC much earlier than anticipated! Take the time to read through these materials. The accommodations offered are significant.

  As an Elections Official, the City Clerk administers Federal, State and Local procedures through which local government representatives are selected. The Clerk assists candidates in meeting their legal responsibilities before, during and after an election. From Election pre-planning to certification of election results and filing of final campaign disclosure documents, the City Clerk manages the process which forms the foundation of our democratic system of government.

As a Legislative Administrator, the City Clerk plays a critical role in the decision-making process of the local legislature. As the key staff for Council meetings, the Clerk prepares the legislative Agenda, verifies legal notices have been posted or published, and completes the necessary arrangements to ensure an effective meeting. The Clerk is entrusted with the responsibility of recording the decisions which constitute the building blocks of our representative government.

As a Records Manager, the City Clerk oversees yet another legislative process; the preservation and protection of the public record. By statute, the clerk is required to maintain and index the Minutes, Ordinances and Resolutions adopted by the legislative body. The City Clerk also ensures that other municipal records are readily accessible to the public. The public record under the conservatorship of the City Clerk provides fundamental integrity to the structure of our democracy.
