The Marin County Human Resources Department and the Assessor-Recorder-County Clerk are accepting applications for the position of Chief Deputy Recorder-County Clerk. The Chief Deputy Recorder-County Clerk directs operations and ensures ongoing compliance for the Recorder and County Clerk units. This includes oversight of three public counters responsible for the recording of authorized documents, application of documentary transfer tax and maintenance of official and vital records; the filing of all County Clerk related documents; issuance and registration of marriage licenses; and performance of civil marriage ceremonies. The Chief Deputy serves as an integral member of the Department’s Management Team, overseeing a staff of approximately 20 through multiple levels of supervision, assisting in long and short-term planning, establishing priorities, developing and recommending departmental policies and procedures, and overseeing database system implementations and maintenance. Additionally, the Chief Deputy actively represents the Assessor-Recorder-County Clerk and serves as a member of various associations, in matters of official document recording and clerk functions related to national and state organizations and conferences, outside agencies and other County departments.

The highly qualified candidate is well-versed in the business operations of a Recorder-County Clerk’s Office, and possesses a comprehensive working knowledge of the relevant laws, codes, ordinances and policies. He/she is a strong leader who has experience coaching, developing, training, evaluating and disciplining staff and forges collaborative working relationships with colleagues across all levels of an organization. The ideal candidate demonstrates professional integrity, a strong work ethic, outstanding self-management skills and the ability to work independently and as part of a team with members of diverse backgrounds. The highly qualified candidate has experience managing software systems related to the Recorder and/or Clerk and recommending effective strategies for existing operations and improvements.

MINIMUM QUALIFICATIONS: Four years of experience recording, administering or processing real property or legal documents, which includes one year as a supervisor or lead worker, and equivalent to graduation from an accredited college or university; OR eight years of experience recording, administering or processing real property or legal documents which includes two years as a supervisor; OR six years' experience recording, administering or processing real property or legal documents, which includes two years as a supervisor and two years of coursework in business or public administration, real estate, legal documents, paralegal training, escrow training, title searching or other closely related field from an accredited college or university. Experience in a County Clerk, Recorder, Elections or Assessor's Office is preferred.
