THE POSITION:  Under the direction of the City Manager, the City Clerk performs a variety of highly responsible and complex administrative duties and is primarily responsible for the operation of the City Clerk’s Office.  Applicants may be required to work various hours including days, evenings, weekends, and holidays.

EXAMPLES OF REGULAR DUTIES:  Duties may include, but are not limited to the following: prepare and edit agendas for City Council, Community Redevelopment, and Public Housing Authority Meetings; transcribe minutes from meetings; administer the City wide records management program; inventory and prepare documents from the file room and the vault for shipment to storage; prepare, review and edit reports and other documents; write proclamations and certificates of appreciation for the Council and other departments; assist the City Council during its meetings with a variety of administrative duties; manage the inventory and security of record storage; interpret legislative actions, City rules, regulations, policies and procedures; provide information to elected officials, the business sector, other public agencies and the public; monitor the office operating budget expenditures; record minutes from City Council meeting; prepare a variety of complex reports; ensure maintenance of the City’s Municipal Code; preparation and posting of public notices and agendas; prepare, review, and edit legislative agendas and meeting minutes; prepare, research and write staff reports, resolutions and ordinances; direct the publication of legal advertisements; establish policy, procedure, work flow and forms; assume accountability for local elections; manage the city wide records retention program; provide City Attorney with information and assistance; perform related duties as assigned.

Qualification guidelinesAny combination of education and/or experience that has demonstrates the knowledge, skills, and abilities necessary for satisfactory job performance.  Example combinations include a bachelor’s degree with a major in Public/Business Administration or any other related field.  In addition, applicants MUST possess at least five (5) years of relevant, progressively responsible experience within a City Clerk’s Office.  Experience as a City Clerk and/or Deputy City Clerk and possession of Certified Municipal Clerk (CMC) certificate is preferred.  Possession of an appropriate California driver’s license and a satisfactory driving record.  Employees within this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record. 

Knowledge of:  principles and practices of City Clerk’s office; municipal government; municipal and state elections; records management and management systems. principles of supervision; government codes and records; PCs and related software.  Ability to:  provide public and administrative leadership in the office; communicate effectively verbally and in writing; operate a PC and related software; maintain effective working relationships with other people; supervise staff; attend City Council meetings; maintain, complete and secure city records.
